Schools are being given new guidelines for the use of external sex education services. Only selected, certified organizations will be allowed to hold sex education classes in classrooms. Black sheep had prompted the Ministry of Education to do this.

The Ministry of Education is breaking new ground in sex education in schools by setting up a "Quality Assurance in Sex Education" office at the Red Cross Youth and an expert board made up of five academically qualified members. This was triggered by the misconduct of a Christian sex education association called TeenSTAR. Its documents contained views that were no longer compatible with the modern world.
