Group of schoolchildren speed across the A22, none of them buckled up

Around 30 young people speed across the Danube highway in an open-top vintage bus in Vienna (see video above). None of the students are wearing seat belts because the vehicle has no seat belts. Is this allowed? The answer from the ÖAMTC traffic lawyer is astonishing.
