The rights of air travelers are generally regulated in the EU Air Passenger Rights Regulation. It applies to both individual and package tours. This applies if you are taking a flight from an airport within the EU. It also applies if you are departing from a third country and landing within the EU, provided the airline has its headquarters in the EU.
