No joke: in a municipal housing complex in Floridsdorf, some tenants have fully-fledged balconies, others merely have dummies that they cannot use. This is not a mistake, but in the spirit of the inventor, says the property management company Wiener Wohnen. 

Passers-by who see this shake their heads in disbelief. But even some residents of the residential complex find it hard to understand. Balconies were added to the old houses as part of the long renovation of the sprawling municipal building.
