Even the brackets for the PV system are already on the roof - then a Lower Austrian receives the bad news: he is not allowed to put his solar power system into operation. "My plan to become energy self-sufficient was planned down to the last detail," he says, ruling out any technical errors. What's behind the veto and what it all has to do with the townscape.

Hans-Peter Tscheppen has never had a sunny day. "You install the supports for a PV system, want to do your bit for climate protection and become completely energy self-sufficient, and then this!" complains the solar energy fan. Because even before the Lower Austrian could install the panels, he received a notice from the municipality prohibiting him from doing just that.
