Kocher applies for top job, is he allowed to do that?

Yes, that's 13: Martin Kocher is applying for the job of central bank governor. It's a prestigious position, it's an important role, and with an annual salary of 345,000 euros, it's not exactly badly paid either. 

The outcry over Kocher's application was loud and polyphonic: What, a sitting minister is applying for the job without any inhibitions? Is he allowed to do that?
